The sentence that is actually sourced
Business Insider, on Sep 29, reported a CGTN interview released that Saturday. Musk’s words, as BI quotes them: Cybercab “will soon be operating commercially in Florida, in Nevada, and a couple of other states,” and “probably, by the middle of next year, it will be operating commercially in California.” The Herbert clip plays the same timeline. “Middle of next year,” said in late September 2026, reads as mid-2027. It is still his probability word, “probably,” not a dated permit.
In the clip, Musk is heard saying Cybercab, with no wheel, pedals, or mirrors, is operating commercially in Texas now, will soon operate in Florida, Nevada, and a number of other states, and will probably operate in California by the middle of next year.
What Texas already is, and what it is not
Reuters, on the Sep 3 Austin event, reported Tesla offering Cybercab rides in limited areas of the city, in a two-seater without a steering wheel or pedals. State records Reuters cited that week showed 45 Cybercabs among 420 Tesla autonomous vehicles registered in Texas. Reuters also said Tesla did not, at that point, have California permits to run a robotaxi service or to test driverless cars without a safety driver in the front seat. BI adds that an NHTSA audit query into Tesla’s self-certification was still open when Musk gave the new timeline.
So “operating commercially in Texas” can be true of limited Austin service and still be false as a statewide claim. Florida and Nevada “soon” are a forecast. California next year is the same. The thumb line “Robotaxi Expansion Plans!” can sit on the image. It should not sit in the article as if the permits were already filed to match the sentence.
