CNN: "Ukraine contradicts Trump, says Starshield is not restored". Facts on this page cite the primary sources below, not the video.
Honest fence (read first): This is a follow-up to our Oct 17 post on the Starshield speed cap. The new facts are this week's: Trump's Thursday claim that service was restored, Ukraine's Friday answer that it wasn't, and a third version of who gave the order. We're laying out who said what and when. We are not picking a side, and nobody has published the actual order.
Editorial Thesis
A speed limit on a satellite terminal sounds technical. It's really a question of control: who can change service for a military customer, and who has to say so out loud. This week three powerful people gave three different answers, and the people using the terminals said the problem was still there. The only proof that counts is whether Ukrainian drones can stay connected above 100 mph again, and as of Friday, Ukraine said they couldn't.
Honest Verdict
Believe that Trump said on Thursday, Oct 22, that Musk had restored the service (Reuters, Washington Post). Believe that Ukrainian defence sources (Reuters) and President Zelenskyy (NBC) said on Friday that restrictions were still in place. Don't treat "restored" as proven until Ukraine confirms it or someone shows data. Don't treat any account of who ordered the cap as settled. The Wall Street Journal, Reuters' sources and the Secretary of State point in different directions, and none has shown a document.
What changed this week
- Wed Oct 21: The Wall Street Journal reported, citing sources, that Musk personally ordered the throttling (as summarized by Reuters). Secretary of State Marco Rubio told reporters that decisions on Ukraine's Starlink access were up to SpaceX and Musk, not the White House.
- Thu Oct 22: Trump said Musk had restored the service. He has also said he did not speak to Musk about it.
- Fri Oct 23: Ukrainian defence and military sources told Reuters the speed restrictions on Starshield were still in place. Zelenskyy said the restrictions were still on, but that Rubio had told him service would be fully back in about 48 to 72 hours (NBC News). Asked Friday whether he had spoken to Musk, Trump said: "I have not spoken to him. I might ... have to, but I have not. I've heard ... it was fixed, but if it's not, I'll fix it." (Washington Post)
What the cap actually does
Per Reuters, the limit cuts Starshield receivers off when they move faster than about 160 km/h (100 mph). That matters for drones: Ukraine uses Starshield links to guide mid-range attack drones and some fast interceptor drones used against Russia's jet-powered attack drones. Starshield is the military version of Starlink. It uses its own encrypted terminals but runs on the same Starlink satellites.
NBC spoke to front-line drone operators. One commander said a drone lost contact "as it was picking up speed." Another said the cap also hurts when vehicles with a Starlink Mini drive fast to avoid being spotted. One technician in Donetsk said his unit hadn't seen a major drop, so the impact may not be the same everywhere.
Who ordered it? Three answers
| Source | Says |
|---|---|
| Musk (earlier, on X) | Starshield is owned and controlled by the US government; any limits are decided by the US military "and ultimately POTUS." |
| Reuters (last week, two US officials and a Western official) | The order came from inside the White House. |
| Wall Street Journal (Oct 21, sources) | Musk ordered it personally. |
| Rubio (Oct 21) | Access decisions are up to SpaceX and Musk. |
| Trump | Denies being involved; says it was fixed. |
They can't all be right. Until someone shows the order, a contract clause or official testimony, each one is a claim.
Claim vs proof
| Claim | Proof so far |
|---|---|
| "Musk restored it" (Trump, Oct 22) | Trump's statement. Ukraine said Oct 23 it wasn't restored. |
| "Back in 48 to 72 hours" | Zelenskyy relaying Rubio. A promise, not a result. |
| "The White House ordered it" | Reuters' unnamed officials. No document. |
| "Musk ordered it" | WSJ's unnamed sources. No document. |
| "The cap exists" | Ukraine's ministry, units on the ground and multiple outlets. The strongest-supported fact here. |
Why it matters for Starlink
Starlink is mostly a home, travel and airline internet business. But SpaceX's enterprise and government revenue, which includes Starshield, is one of its fastest-growing lines. Military customers will want to know who can change their service and how fast they'll be told. That question is now public.
What to watch next
- Whether Ukraine confirms service is back above 100 mph after the 48 to 72 hour window (around Oct 25 to 26).
- Any official statement from SpaceX or the Pentagon on who controls Starshield settings.
- The senators' request to the Pentagon's inspector general (see our Oct 17 post).
Video note
CNN's 9-minute segment (k14HW74DPbQ, uploaded Fri Oct 23 at 5:30 PM ET) covers Ukraine's response to Trump. Forbes' shorter clip of Zelenskyy (7wTJzKwZvhg) is an alternative. Facts here cite the written reports, not the video.
